What BOI promotion is, what it is not, and how foreign investors should approach it without building a business plan on assumptions.

What BOI promotion actually is
The Board of Investment promotes specific activities Thailand wants to attract. Promotion is granted per project, and it bundles tax privileges with non-tax privileges such as foreign shareholding, land rights for the project and easier skilled-staff permissions.
It is not a grant, not a subsidy and not a general foreign-investor licence. Two similar companies can get different answers depending on activity, technology, capital and location.
The privileges investors care about most
For many foreign investors the ownership and staffing privileges matter more than the corporate income tax exemption, because they determine whether the business can be run the way the investor intends.

- Import duty relief on machinery or export-production materials
- Foreign majority or 100% shareholding in many promoted activities
- Land ownership for the promoted project in defined cases

Who tends to qualify
Projects with real substance qualify: manufacturing and assembly, food processing, digital and software, engineering and design, logistics, regional headquarters, energy and environmental projects, and innovation-led activities. Local trading and general services are usually outside the list.
The application in practice
Applications succeed on documentation. You are describing a project: machinery, capacity, capital, employment, technology and market. Thin descriptions and mismatched activity codes are the two biggest causes of delay.

- Build the project file: capex, machinery, staffing, market
- File, then attend the clarification interview
- Accept the approval and complete company steps
- Obtain the promotion certificate and comply with conditions
Common misconceptions
Three assumptions cause the most wasted money: that BOI is automatic if you invest enough; that a tax holiday removes all Thai tax obligations; and that promotion guarantees visas or licences. None are true.
Should you build a model around it?
No. Model the business without incentives and treat promotion as upside. If the project only works with a tax holiday, it is not yet a viable project.

- How long does BOI approval take?
- It varies by project size and documentation quality; larger projects go to higher committees and take materially longer. Anyone quoting a guaranteed timeline is guessing.
- Does BOI promotion mean no tax at all?
- No. Corporate income tax may be exempted for a period, but VAT, withholding tax, payroll obligations, audit and reporting all continue.
- Can hotels get BOI promotion?
- Hotel-related promotion has existed in various forms with conditions on standard, size and location, and has been excluded in some periods and zones. Always check the current announcement.
